The purpose of this study was to evaluate the performance distribution government assistance dropout communities based on e-proposal management information system, organizational transformation, and human resource capabilities course institutions. sampling technique purposive sampling—data collection using questionnaires FGD. data analysis used Structural Equation Modeling (SEM) processed with Smart PLS software. research results prove that transformation does not directly affect in assistance. Meanwhile, HR systems Banper Then indirectly has a significant effect distributing by mediating system Banper. Likewise, capability strategy through input stage CPM, matching TOWS, decision QSPM, concluded from QSPM is for developing SIM
